The commander of 10 American sailors who were detained after entering
Irans territorial waters has been fired after the United States navy said
it had lost confidence in him.
Commander Eric Rasch was the executive commander of a squadron that
included the personnel who were briefly held after Januarys incident,
which embarrassed President Barack Obamas administration at a time when
it was in the process of implementing a deal over Irans nuclear
programme.
An internal inquiry concluded that his poor leadership contributed to the
incident that saw two armed navy vessels, known as riverine command boats,
straying into Iranian waters while sailing from Kuwait to Bahrain, the
site of the US navys 5th fleet.
The boats had stopped after one of them had suffered a mechanical failure
when they were approached by armed vessels from Irans Islamic
revolutionary guard corps and taken into custody.
The incident happened near Farsi Island, which has been used as a base for
the revolutionary guards speed boats since shortly after Irans 1979
Islamic revolution.
Although American officials said the boats had strayed due to a
navigational error, the incident raised tensions after Iran released
footage showing the sailors - nine men and one woman - kneeling with their
hands on their heads at gun point, an image clearly designed to embarrass
Washington.
Tehran ultimately accepted the US explanation - aided by personal
diplomacy between John Kerry, the American secretary of state, and
Mohammad Javad Zarif, Irans foreign minister - and the personnel were
released after around 15 hours in captivity.
A subsequent naval inquiry into the incident found that Cmdr Rasch had
failed to provide effective leadership, leading to a lack of oversight,
complacency and failure to maintain standards in the unit, an unnamed
official told AP.
He had only been appointed to the command in April, after the incident
with Iran, but before the end of a preliminary investigation. He has since
been relieved of his command and reassigned.
The inquiry is expected to finish at the end of the month, with others
also expected to face disciplinary action.
The servicemen were seized hours before Mr Obama made his annual state of
the union address to the US congress. The president did not mention the
incident in his speech, an omission that was bitterly criticised by
Republicans.
US officials denied Iranian claims that they had apologised over the
incident, although Irans state TV broadcast footage of one of the
captured servicemen doing so. It was a mistake that was our fault and we
apologise for our mistake, he said.
The incident happened at a highly sensitive time, coming just days before
the lifting of international sanctions against Iran in exchange for it
agreeing to strict limitations on its nuclear facilities, following years
of exhaustive negotiations.
